Embassy Press Officer response to a media question on British unilateral chemical weapons investigation

Question: Foreign Secretary Boris Johnson recently stated that British scientists conducted analysis of samples obtained from the site of the incident in Khan Sheikhoun. Yesterday Sergey Lavrov said that given the seriousness of the situation, Russia requested the FCO to provide detailed information on this British effort to upstage the competent international body, which is OPCW. Did you get the answer?

Response: Not yet. In particular, we’d like the British side to clarify all the circumstances related to this issue, including the procedure and the site of sampling, what samples specifically were taken (biological, soil etc.). How the OPCW’s key requirement in terms of safety/integrity of the samples was observed during the collection of evidence (“chain of custody”)? Do we understand correctly that the British side gained access to Khan Sheikhoun, and if so, can it assist in providing full and safe access directly to the site of the chemical incident in Khan Sheikhoun for the OPCW inspectors in order to conduct a comprehensive and objective investigation in conformity with the requirements of UN Security Council resolutions 2118 (2013), 2209 (2015) and 2235 (2015) and the modalities of the work of the OPCW Fact-Finding Mission in Syria? If the samples were not taken at the scene of the events and without following of the “chain of custody” rule, then what, in London's opinion, is the value of such an analysis?

We would also like to remind that both at the UN Security Council and the Executive Council of OPCW the Russian side most emphatically insisted and continues to insist on an immediate on-site investigation under the auspices of OPCW and the UN. In this regard, the deliberate distortion by the Foreign Secretary of this fact is extremely perplexing. Hope, this entire takeover exercise is not meant to destroy the very possibility of an impartial international investigation into this incident. Looking forward to an early reply of the British Government.

On 12 May the arbitral tribunal established under the UN Convention on the Law of the Sea on the request of Ukraine claiming violation by the Russian Federation of this Convention held its first meeting. The arbitral tribunal presided by Judge Jin-Hyun Paik (Republic of Korea) considered, with the participation of representatives of the Russian Federation and Ukraine, the principal procedural documents that will govern the work of the tribunal.
