Embassy Press Officer’s reply to a media question regarding the Russian delegation to the Global Conference on Media Freedom not given visas

Question: How would you comment on UK’s decision not to issue a visa to the Russian delegate who intended to participate in the Global Conference on Media Freedom?

Answer: It is well-known that visas for official travel have become one of the problems of the current Russia-UK relations. But even in these conditions not issuing a visa to a representative of the Russian Foreign Ministry travelling to participate in the conference looks really weird. The UK side itself invited the Russian side to participate in the conference, accredited the Russian delegate, but then refused to issue him a visa, thus sabotaging the visit.

Up until now such incidents were typical of the US, which occasionally denies visas to official representatives heading to participate in UN events. By doing so Washington severely violates its obligations as the host country of the Organisation’s headquarters. Apparently, this practice is now being taken up by London – an unusual side effect of the current US-UK convergence against the background of Brexit.

It is with great regret that we are watching the rhetoric on “Global Britain” and “rules-based order” lead to new violations of international law and generally accepted norms of diplomatic communication. The UK obviously prefers arbitrarily formulated “rules” over universally agreed legal norms, and convening narrow conferences of like-minded participants over inclusive discussions with a diversity of opinions.

We realise that this is done in the run-up to the elections as well as the NATO summit in London. Yet such publications are not helpful for Russian-British relations as a whole.

Question: Mr Vershinin, following the UN General Assembly session, it was stated that, in the wake of the visa scandal, several UN General Assembly committees could be transferred from New York to another country. Do you think it is possible? Sergey Vershinin: I think this is feasible, but the decision should be taken by the General Assembly. This is not the first time the United States has violated its obligations under the UN Charter and the agreement on the location of the organisation’s central bodies in the United States. As you may be aware, this is not just a question of this year or today. We have been raising this issue for many years, specifically, since 2004, in the special UN Committee on Relations with the Host Country, because there were similar incidents then, too.
