On November 19, Russian Deputy Minister of Foreign Affairs/State Secretary Grigory Karasin met in London with UK Foreign Office Political Director Geoffrey Adams. The conversation focused on the dynamics of bilateral political dialogue, including in the context of the recent visit to Moscow by UK Secretary for Foreign and Commonwealth Affairs David Miliband.

We, the Minister of Foreign Affairs of the Russian Federation and the Secretary of State for Foreign and Commonwealth Affairs of the United Kingdom of Great Britain and Northern Ireland recognize the vital role of the Nuclear Non-Proliferation Treaty in addressing the key security challenges of the 21 century, and reaffirm our unwavering commitment to work together to achieve its goals: a safer world for all without nuclear weapons, and access for all to the safe, secure and peaceful uses of nuclear energy. We welcome multilateral efforts aimed at reinforcing the NPT, most recently the unanimous commitment expressed by the United Nations Security Council in Resolution 1887. The Russian Federation and United Kingdom will work closely with P5 and NPT partners to ensure that the forthcoming 2010 Review Conference reinvigorates and strengthens the NPT by agreeing a balanced action plan for its three mutually reinforcing pillars: non-proliferation, disarmament and the peaceful use of nuclear energy.

We, the Minister of Foreign Affairs of the Russian Federation and the Secretary of State for Foreign and Commonwealth Affairs of the United Kingdom of Great Britain and Northern Ireland reaffirm our commitment to Afghanistan as it pursues security, stability, and prosperity. The international community needs to continue to give Afghanistan and the Afghan people consistent and coordinated support. The Russian Federation and the United Kingdom will continue to develop our cooperation on key international and regional threats, including terrorism and illicit narcotics. We strongly condemn Taliban attempts to disrupt the electoral process and destabilize the situation in Afghanistan, exemplified by the recent terrorist attack in Kabul. This inhumane act led to casualties among Afghans and UN staff. Expressing deep condolences to the victims’ families, we once again state our determination to ensure that Afghanistan cannot be a safe haven for violent extremists who threaten the Afghan people as well as the people of other nations.
